## Population and sample
Who is eligible? How will participants or observations be selected? Who may be missing?

## Measures
Define every metric, unit, denominator, period and data source.

## Collection
Record collection dates, consent, ownership and access controls. Minimize personal data.

## Exclusions and missing values
State rules before analysis and report counts after applying them.

## Analysis
Describe summaries, uncertainty, comparisons and limitations. Do not infer causality from an uncontrolled before-and-after change.

## Publication
Check permissions and anonymization before releasing observations. Publish dates, sample size, method, limitations, source files when appropriate and correction history. Do not call a convenience sample an industry benchmark.
